A little fun with boiler fans

Gentlemen,

I am working on a power project in South America that involves three sub-critical boilers.

The specification for the fans says that the test block conditions should be determined with the boiler operating at 100%BMCR with the following margins:

FDF IDF PAF
% volume 15 15 20
% static pressure 32 32 25

The specification also says that with one of each boiler type in service in service the boiler should be able to operate at 60%BMCR.

Now the question, do we have 2x50% fans or 2x60% fans.

I would say they are 2x50% but must be capable of runout to 60% since the test conditions are based on 100% (2x50%) operation.

My client, however, has leganti's opinion.
