Could this spring be made?
Length: 38 +/-2.0 mm
Out Diameter of spring: 5.6 +/-0.5 mm
Diameter of spring material: 0.5 +/-0.15 mm
Effective turn quantity: 53 (+/-5)
Total turn quantity: 55 (+/-5)
Load: 0.3 kg for all length
Type: Compression spring
The important is that the material working temperature between 700°C to 750°C.

The requirements are not clear.
What is the maximum spring length under the 0.3 kg load?
Is the 38 length at the free position?
How many cycles the spring will see from 0 kg to 0.3 kg?
Is the spring for static or cyclic load?
Are you aware that such long spring (compared to the spring mean diameter) will buckle sideways? It will need to be internally or externally guided however, it will rub against the guide because it will buckle.

Why do you care how many turns the spring will have if your requirements for length, diamter, force are life cycle are met?
 
In addition to the previous post: The load requirement is 0.3 Kg for all length - This is confusing as the loads on compression springs typically increases with the amount of deflection (unless the spring is cracked).

As the design sits the spring will go solid at about 5% of material minimum tensile strength. Therefore, this is a waste of material and not a good design.
