Is it possible to use this material to fabricate a pressure vessel to ASME VIII at a design temperature of -46degC?

bigbro, it is probably possible, but you will most likely have to impact test it, it may or may not meet the required energies.

The low chrome materials are more often used at high design temperatures. If your -46 C is the design temperature, there are probably better materials to use, especially if you have an even lower MDMT.

If the -46 C is the MDMT, and you are tied to the F22 by other considerations, you will probably just have to impact test and hope for the best.

Do you mean MDMT or design temperature?

I would be more concerned of the weld metal if you are going to use welded construction. We do plenty of F22 welding, but the majority impact requirement is 20 ft-lb @ -20 F. I am not sure that a welding electrode is available for your -46 C requirement.

Off the shelf SA 182 Grade F22, no. You would need to have fine grain practice mandated to stand a chance for this material at -46 deg C.
 
Your chances of meeting ASME VIII impact toughness requirements are next to nil in base metal, weld metal and HAZ.
