A516 and A515 Comparison

From what I've read, A516 is preferable for use in low to moderate temperature pressure vessels and A515 is preferable for use in intermediate to high temperature pressure vessels. What is the difference in properties and structure of these two steels that makes A516 suited for low temps and A515 for high temps?

A-516 is made to fine grain melting practice, A-515 is not.
