I've got a question about the application of the modification factors to the development length of hooked bars according to AASHTO 5.10.8.2.4.
In the same paragraph the first sentence mentions that reinforcement with yield greater than 75ksi needs to have ties. The second sentence in this paragraph says that for hooks not located at the discontinuous of a member, the modification factors may be applied. Is this to mean that the second sentence only applies for steel with a yield greater than 75ksi and the modification factors can be applied for all reinforcement with a yield strength less than 75ksi regardless of their location (discontinuous end or not)?
If it applies to all reinforcement, then what about the situation below where a bar is hooked around a continuous corner? Would the modification factor of 0.8 be applicable here, or would it still count as a discontinuous end?
