Question #1: I believe this would typically be stirrups, but in cases where straight bars are used for transverse reinforcement, they must still be "paired", as in the reinforcing should be the same in both faces.

Question #2: Bonded reinforcement can be either bars or prestressing strands that are bonded to the concrete. It is presumably stated as it is to preclude unbonded strands or other types of unbonded tendons from being considered in meeting this requirement.

Question #3: I don't think it necessarily means they have to be stirrups, in either direction, but the they do need to be "paired" as described in the response to Question #1.
