"Where the area of spiral and tie reinforcement is not controlled by:
Seismic requirements,
Shear or torsion as specified in Article 5.8, or
Minimum requirements as specified in Article 5.10.6,
the ratio of spiral reinforcement to total volume of concrete core, measured out-to-out of spirals, shall not be less than:
rho = 0.45*(Ag/Ac-1)*f'c/fyh"
Please elaborate/explain the meaning of this provision in AASHTO LRFD. Is this formula applicable to bored piles all throughout its length? If not, when will it not be applicable to certain locations in bored pile? Please cite examples. Im a bit confused by the word controlled. Thank you very much
