AASHTO LRFD 8 Rebar Development

I'm looking to detail circular ties (individual hoops) for a drilled shaft. Shear loads are low enough that rebar is not required for strength.

For AASHTO LRFD 7, I used Section 5.11.2.1 to calculate development length (ldh= 1.25*Ab*Fy/sqrt(f'c)) and considered it a Class C splice (ld= 1.7*ldh). I used this distance as the overlap distance on the circular tie.

These equations were both eliminated for AASHTO LRFD 8. Does anyone have any guidance on how AASHTO LRFD 8 would be applied to this? It looks like I should use Section 5.10.8.2.1a, but it is a little unclear to me how the Reinforcing Location Factor and Reinforcement Confinement Factor should be applied to a circular tie.
