abandoning pipes

plans call for abandoning concrete pipes within a levee embankment by grouting. Am specifying at least 75 psi unconfined compressive strength at 56 days. Others have proposed using a structural grout commonly used for grouting masonry with a 28 day strength of 2,500 psi. Any thoughts on what the minimum requirements should be for the grout?

I would be more concerned about making sure that the grout is non-shrink or preferably an expanding grout than I would be about the strength. Once the grout is stronger than the soil in the area, who cares how strong it is.

my thought exactly. So I don't really understand the reason for 3,000 psi grout as required by the Corps.
