Abaqus/Explicit Packager stalling

I'm running a small model, a box with 250 solid hex elements with a uni-axial a ramp displacement over 1 second with a VUMAT that tracks damage.

It passes the pre-processor, compiles & links just fine but when it comes to the Explicit Packager it just stalls and the solver never starts, see image below.

What exactly does packager.exe do?
