API Standard 521 (ISO 23261) states that the required relieving rate is difficult to calculate and that a portable 3/4" x 1" valve is very commonly installed to provide protection.
The standard does give some cautions with regards to large diameter liquid pipelines where the distance between isolation devices may be long or where the application deals with liquid filled heat exchangers and
vessels.

My question is the long distance is exactly how many meters? and larger diameter means how many meters the diameter should be?

It varies depending on the fluid, solar or heat input, etc, etc. It's impossible to say for a 12" line it's 1256 ft.

Set up a spreadsheet and do some calculations to see what you are likely dealing with.
 
The pipe is within nitrogen plant. the pipe fluid is ammonia, solar radiation around 300BTU/h.ft2, please give me a roughly number. Thanks!
 
If the pipe is within the battery limits of a chemical unit, like a nitrogen plant, the length is not too excessive. Please give some more details. Pipe diameter? Pipe length (between valves)? Insulated? If insulated, type and thickness? Is this ambient heating only?
