Can any one direct me to a web site or details on how a steel or aluminum tanks are constructed?

I am evaluating an existing aluminum tank and need to line it up for leaks. Plans for as-built are not available.

My recollection is that fire protection standards for tall buildings may give some guidelines. They are typically ribbed horizontally against water pressure at depth.
 
I suggest the AWWA specifications for bolted and welded steel tanks, AWWA D-103 and D-100, respectively. They give a tremendous amount of information on design criteria, material specifications, and construction requirements. Some tank manufacturers have web sites and provide some information about how the tanks are put together; try a search for "prefabricated steel (or aluminum) tanks".
