I'm trying to figure out what the output died and torque of the motor below would be. I would think it's 6W x 30:1 great ratio at 60 RPM would be:
Torque (N.m) = P / [(2pi*RPM)/60] * Gear Ratio
= (6W / [2pi*60RPM/60]) * 30
= 28.5 NM

However, is the listed RPM the output RPM of the motor, or the RPM after the gearing?

Look at the specs for similar motors with different gear reductions.
It should be obvious.

The rpm [in table] is the maximum after the gear[output].
The motor rpm rated is 1350 [1400].
The gear ratio is 1350/rpmoutput
As the speed varies from 10 to 100% it should be an open loop V/F control [constant power]
An effectivity factor[η] of 0.9-0.95 could be used[T=P/η/ω]
ω=2*π*f=2*π*rpmotor/60 [considering two poles motor].
