For best practice design of a tank, what is an acceptable time for maintenance engineers to wait for a tank to drain?

Once this drain time is known, calculating the drain size is simple enough, and covered in other threads.

I am sizing the drains for both a 40 m^3 condensate return tank and 25 M^3 deaerator for an industrial steam boiler plant, but the question is also a general question for other types of tanks.

The answer to that question lies with the resolving plant requirements.

Just a few off the top of my head would include;

How much flow can the effluent system manage?

Why are you draining the tanks?

What is the cost of downtime?

What type of work are you planning for? Tank entry? other inspections?

How long will it take the tank to cool, if entry is required.
