accounting for workers' presence in design?

I have a vague recollection of some design provision that included a 300-lb. load at 12" eccentricity to account for a worker that might be hanging off the structure during the member's installation.

I was pretty sure that this was somewhere in AISC 360 but that would appear not to be the case.

Does anyone know what I am thinking of?

It's an OSHA requirement that column base plates be sized for this eccentricity. I believe it's 300 pounds at 18" from the face of the column.
