ACFM Vs. WFMT

I want to use ACFM in lieu of WFMT due to savings from surface prep.

What certifications should Technician performing ACFM should have?

How do I verify his/her competency?

Does anybody have a program that verifies competency of the technicians going into your facilities?

We have used the following company and method that enables deareator vessel weld inspections with no surface prep. If something is spotted, we go back and conduct a more detailed exam, like WFMT. Their method is proven and reputable;

I'm familiar with Testex. My concern is technician competency doing inspection.

What minimum qualifications should he have??

Minimum level II UT, MT, ????
 
I would say minimum ASNT Level II certification in either MT and or UT.
