ACI 318-08: 21.3.6 ù Two-way slabs without beams used for IMF

I am designing a post-tensioned flat slab for an Intermediate moment frame (IMF) used in SDC C.

21.3.6.3 to 21.2.7 of ACI 318 gives the integrity requirements for rebars at top and bottom of the slabs.

My question is: what should I do with post-tensioned slab, for which there are only tendons and there is no distinction between top and bottom rebar?

I know that ACI 318 mostly covers RC design but not prestressed design. But, if I do not follow ACI 318 requirements for two-way slab without beams, which code that specifically answers my questions should I use then?

Add top and bottom rebar to satisfy the intent of the rules. PT tendons cannot supply these rules by themselves, reinforcing layers top and bottom have to be added to make the slab perform adequately under earthquake loadings and deformations.
