In the code this clause is not totally clear R21.5.4.2

when he calculate MPl, which combinations he used is it the envelope combinations for all cases(gravity +lateral) or envelope for earthquake combinations only
and regarding wu he will take only the combinations for gravity load only or envelop of gravity load or what exactly?

I need to clarify this, to do proper calculations

Mpr is calculated probably member capacity. It would be calculated based on the cross sectional properties and is not directly related to applied load.

I believe that the rationale presented would apply to any load combination involving seismic loads.
