I am working through the anchorage requirements for calculating the pullout capacity of headed anchors in concrete. My question relates to the reduction in h[sub]ef[/sub] allowed per 17.4.2.3. Is this reduction only allowed when calculating the new A[sub]Nc[/sub], or does it also apply to A[sub]Nco[/sub]? This causes the value of A[sub]Nco[/sub] to change by a large amount. It seems to me that it would not, but the code isn't very clear on this.

The hef change is for equations using it in 17.4.2.1 - 17.4.2.5see fig. R17.4.2.3 should help you understand the requirement
