ACI 318-14 Concrete Breakout

Hello,

I had a question about concrete breakout for a 1.25" diameter dowel.

ACI 318-14 Chapter 17 and the old Appendix D shows the critical edge distance and the effective length of the concrete cone as a minimum of 1.5ca1 and ha.

My question is that these distances are specified for "headed studs, headed bolts, expansion anchors and undercut anchors". A dowel does not have a head or engage with the concrete as an expansion anchor does.
Does the 1.5ca1 value still apply or is it non-conservative at that point? I was unable to find any information in the commentary for it.

I believe that the 1.5ca1 does still apply. I get your confusion, however, as the appD provisions don't do a great job of handling non-headed anchors. What it comes down to, I think, is that you're really hoping that your concrete failure cone does originate down at the bottom of your anchor even if there is not a head. And, once you accept the tip of the anchor as your failure cone origin point, it's logical that 1.5ca1 should be your critical distance as you're hoping for that failure plane, travelling at a 1:1.5 slope, to hit the surface of the concrete rather than a free edge.

As far as I know, this book, and the papers and research that form the basis for it, are the source documents.
