ACI 318 7.10.5.6 talks about the need for lateral reinforcement to control cracking around bolts in pedestals.
ACI 318 D.6.2.7 gives factors ?c,v for shear strength in cracked or uncracked concrete.
Can a pedestal, say 700mm square, use a factor of ?c,v=1.4 because analysis would not indicate cracking at service load levels?
Alternatively should we always use ?c,v=1.0 for a pedestal where there are no special provisions for ties or supplementary reinforcement?
