ACI column slenderness check 2

Hello all,
I am doing a column check for some precast calcs I have to review. Does ACI require a minimum eccentricity for axial loads? My notes say 1" or 0.6"+0.003h, whichever is greater, but I can't find it in ACI. I am assuming this would also be about both axes?
