ACI318, T-Beam, width of slab effective as a T-beam Flange

ACI318 Chapter8.10.2 says "width of slab effective as a T-Beam flange shall not exceed one-quarter of the spanlength of the beam", Does this mentioned "width" include web thickness or it is just the sum of both side overhanging flange width?

frv is correct.

That particular width limit is for the entire width.
The clear spacing also defines the full width as another check.
And the third limit (multiple of slab thickness) is for the overhanging distance not including web width.

 
Well, I think we are arguing semantics here.

The clear distance is indeed the overhanging distance from the center of slab span to the side of the beam.

I was thinking in terms of drawing an imaginary line at each slab center-span point and then the distance between them is the TOTAL flange width, not some measure of overhang....but you are correct, the code describes the half-span distance as an overhanging width.
