ACIP Pile Reinforcement in SDC D 1

Ref IBC 2000 Section 1809.1.2.2
In Seismic Design Category D

I would like to use 24" diameter piles 60' long with 8-#8 bars and # 4 ties and (4) 1 1/2" dia. sonic logging tubes.

Does this Section 1809.1.2.2 require that ACIP piles have a reinforcement cage with ties the fully length of the pile?
Am I reading too much into the code?
