ACME thread license to cut

why some connections(threads) doesn't need license to cut as for API or premium threads ?.... for example ACME threads...

ACME is easy, standard and no rights involved.
If there is no trademark on the thread then no one owns rights to it.
But many or the special OCTG thread profiles (VAM for one) are protected by various rules.
A license is required to machine these.
