Adding a none part family part in to a part family

All of our fasteners are contolled by part families, however, every now and again, some muppet decideds to model their own and steals the part number. In this case, they have taken out the part number in Teamcentre, but not modelled the part, what I want to know, is if it is possible to pull this part number in to a part family?

Haha, ( -sorry.) Wonderful description. We have exactly the same situation.... Our rule, which nobody cares for, is that when they decide to model their own standard component, they must add "-departmentname" to the standard name. We have not to my knowledge managed to include "those" parts into the part families.
The trouble is that these "kidnapped" names/ components are in use in released assemblies, We cannot simply rename the kidnapped part and create a new one. The assembly must be revised etc.
