Adding flexible joint to existing conduits

I think the sketch is pretty self-explanatory: the red lines are the eletrical conduits rigidly fixed on both ends (ground and the roof). This is also in a high seismic zone.

Does anyone have experience Is adding a flexible joint to meet the current code standard to these existing electrical conduits w/o disturbing their services? They are feeding power to a hospital campus, and it doesnt have a properly functioning backup generator..

I am thinking poking a hole on the roof where the conduits go in but that would have a big impact on the water proofing of that building...

any input is appreciated!
