Adhesion Test for Silicone Painting System @ 400°C

The issue is that my Client Painting Specification prescribes to perform an adhesion pull-off test (in accordance with ISO 4624 or analogous ASTM) on a two layers (30 microns each) Silicone Painting System.

Now, chimney Vendor states that adesion test cannot be performed.

What's your opinion about? Is he right? Is it really not possible to perform such a test on Silicone?

The adhesion test is mis-specified to this kind of paint system. The result will be meaningless for a polysiloxane intended for high temperature operation.
 

Idea: Put paint in the middle of two equal substrates of 1" square with the required thickness. Next, set up the sample into the testing machine and raise temperature to 400 C. Test must be performed at an angle of 180.
