Adhesive Tape for Swimming Pool Environment?

We are prototyping a pool toy/device using polyethylene foam noodles (fun noodles) and some sort of adhesive tape that will be used as straps to tie the noodles together. The tape is only used during the construction phase but must remain on the device even though it's not essential to the final configuration. The tape and foam will be in contact with chlorinated pool water often.

Does anyone have a suggestion of what kind of tape to use for this? Tape itself must not disintegrate. Adhesive is allowed to lose some of its bond strength. We essentially don't want pieces of tape floating around and creating any sort of hazard for people, animals or filtration systems.

Recommended for you

PVC gaffer tape should work. The plumbing for a pool filter contains a lot of PVC.

Sunlight will kill the PVC (and PE) well before the chlorine can.
