Adjustable machine level

Starrett model 98. Why is this adjustable? How does one use it? Jesus is THE life,

The adjustment is for setting the level to LEVEL, if you understand what I mean.

Check the levels bubble in one position, and again at 180°.
If the bubble is not in the exact same location, the level is out of whack. (That is what the adjustment is for!)
