Are there cost-effective advanced sediment control technologies that are useful in San Diego, CA with regards to the new RWQCB Order coming out stating, "...the types of BMPs that are required to be implemented at construction sites. Differences in the BMP requirements from Order No. 2001-01 include: Removal of...and the addition of advanced treatment requirements."

They may be wanting a backup system. LIke having Rain for Rent or someone available for PAM treatment to remove colloidal clays if the applied methods don't work. Some sites you get in trouble with clays not be removed with normal methods so they probably want it addressed what you would do. I have also seen large detention or evap basins or filters when problems arise. Another method to save money is when these items arise is to adjust timing so that sites sit open for shorter periods.
