Advantages of normalized steel plate A516 Gr. 60

Dear experts,

What is the advantage of normalizing on a steel plate ?

Let say I have plate 30 mm A516 Gr. 60 normalized and A516 Gr.60 without normalized.

What is the different ? Better tensile strength ? Better toughness ?

Yes, normalizing improves through thickness tensile properties and notch toughness is improved.
 
Everything is better with normalization, except possibly cost.
In ASTM A516, normalizing is mandatory for all grades over 1½" thick; however it is mandatory for thickness less than 1½" if notch toughness is required.
Realistically, your buyer will probably return with Grade 70, either dual certified or because it is more available.
