If I have a session open it works, but otherwise it just says routing to application and sits there.
Do I have to reinstall NX?

Take a look at the .syslog file fo the router - same place as NX syslogs.

If no sessions are open, it should start the most recent locally installed version of NX.
For example:
INTEROP: Executing: D:\Program Files\Siemens\NX 10.0\ugii\ugraf.exe
Be sure this file exists.

For some reason it is pointing incorrectly to the General Motors install instead of native NX.
This isn't even the proper launch file location for the GM environment.

In a similar situation that I once encountered, I used "filetypesman" and changed the default program to open prt files with this line: "C:\Program Files\Siemens\NX X.X\UGII\ugs_router.exe" -ug -use_file_dir "%1"
where X.X stands for the version of NX that you use.

It was already set to "C:\Program Files\Siemens\NX 9.0\UGII\ugs_router.exe" -ug -use_file_dir "%1"
