Agricultural Drainage Standards

I am working on a project to try and come up with a rational system of design standards for agricultural drains in Manitoba. These are the main system of drains or waterways that have drainage areas from about 20 square miles to 100's of square miles i.e. not field drains.
I was wondering what design standards are used in other areas. What do you use in your area?

Unfortunately much of what is described in the "drainage design standard" is fiction. It's the kind of thing we're aiming for but haven't found how to translate those objectives to drain design flows. The key hangup is what event do you design for, balancing costs and benefits.
 
sorry to say, but you will need to have a thorough understanding of the hydrology, topography and the typical operations of the farms not to mention some idea of the operating costs, especially the costs due to flooding to come up with a recommendation on a typical design standard.
