Agricultural Runoff Treatment System?

Somewhat unique situation here.

Large animal facility in fully developed, built out, urban area. Run off currently discharges into municipal storm drainage system which in turn dishcarges to surface water, and there is coliform and turbidity proglems.

Need to treat large volume of storm water prior to discharge to municipal system. There is room on site for collection and flow equalization basins, but not enough room for a constructed wetland or treatment marsh. Needs to be more along the lines of an 'active' treatment system.

One possibility is an aerated treatment lagoon, likely w. some sort of disinfection prior to discharge to the storm system.

Are there any other treatment systems out there that are practical for treating a storm (borderline waste) water with solids content much lower than municipal wastewater, but that still effectively treats coliform, bacteria and turbidity?

Any chance to municipal wastewater treatment system is close by. I have seen one facility work out an agreement with a city to contain the runoff from the facilty then pump it to the municipal treatment facility. This way the municipal system isn't overrun by a large infiltration problem and the runoff is treated by the municipality. However, the municipal system is a series of ponds and does not discharge. Just a thought.
 
Have you consulted with your County Conservation District? They have access to all the latest agricultural standards and specifications from USDA. Who knows, maybe there's some grant money available to help out? The Farm Bill has programs to help farmers out, usually cost-share programs but certainly can be a big help.
