air system options

for long vertical distance (about 40 feet between evap-cond) what would be the best system for air conditioning. this are small one bed apartments and there in not much room for central handlers.

Split Air Conditioning systems, but not the cheap Chinese models...

Chilled water system, perhaps? Water is chilled at a central unit and sent to local coils.

40ft is too high for splits. You may have to bring down the condenser by 20ft. What is the problem with window A/Cs? TheTick's suggestion can be a good alternative.
