Air test on Dome Roof Tank

Dear Experts,

I wonder if the below question have a cross your mind.

Our tank is designed as per Appendix F with 1.5 PSI design pressure.

The air test pressure is 1.25 x 1.5 = 1.875 psi.

Our atmospheric is about 1 ATM or about 14.5 PSI.

Does this mean the pressure outside the tank is bigger than inside the tank ? Why we need to air test while the pressure outside the tank is bigger than inside the tank ?

Your design pressure is 1.5 psi over atmospheric or about 14.7 + 1.5 = 16.2 psi. Design pressure is PSIG not PSIA (gage, not absolute pressure).
