ALIGNMENT OF TWO PARTS BY COMPLEX SURFACE

a customer did a change to 3D. holes location and cutout position changed, so i can't use regular constrains. in our company somebody moved the old part so the coordinate systems are not the same for both of parts[curse]. how do i align old part with a new one?

green one is a new part number. form remains the same as old part
