Allowable friction coefficient of a ground floor slab on waterproofing membrane?

We have a building project in a high seismic area that also has a one-story basement. The architect has called for a HDPE 60mil waterproofing membrane at the base of the foundation mat.

Where would we find an allowable friction coefficient for lateral sliding against the membrane?

I would expect it to be negligible unless the waterproof membrane manufacturer can provide info proving good bond between it and the concrete and the base soil

If I remember correctly, it is about .08. You can find this in the prescriptive design of postensioned slabs on grade manual where it is part of an equation. I wouldn't consider using that value for any seismic resistance.
