Allowable loads for turbines - NEMA SM-23

In order to satisfy NEMA SM-23 requirements for maximum external loads on turbines, should the NEMA loads be compared to the piping loads under "normal" operating conditions, or should they be also satisfied under occasional loads scenario, for example, PSV relief?

NEMA SM-23 allowable loads apply to the normal running condition. To account for occasional higher loads you should always contact the machine vendor. I would recommend that you do not ask what is permissable, you will likely get a big zero. Define your higher loads, with a duration and whether or not the plant would be shut down by the event (such as seismic auto-shutdown). For example, I have had the equivalent of 10x NEMA accepted for short term on a 3x allowable machine.
