Allowable Nozzle load for Top Nozzle

As per API 650 Appex P, P.2.1 it is applicable for shell opening in the lower half of the bottom shell course that have minimum elevation form tank bottom.

I have a lines connected to tank top shell nozzle. I have requested allowable nozzle loads from vendor however he has stated it has to be zero load. which is impractical in really world.

expert opinion is required, what is the ideal way in this scenario. how can I validate the piping load at top shell nozzle connection.

For Nozzle located on the upper courses normally WRC 107/297 OR FEA can be used.
