Allowable Nozzle Loads for air cooled heat exchanger

Client has an air cooled heat exchanger...circa 1950's. nozzles are ANSI 6"-1500# ring-joint flanges. I do not believe the API 661 table for allowable nozzle loads would apply (think it's very, very conservative for 1500# nozzles). Any suggestions how we can establish allowable nozzle loads? Barring finding any manufacturer data, does it boil down to modeling the nozzles with FEA?
