I am laying out some new cell phone hand set designs which includes alhanumeric keypad layouts. Can anyone point out a facility within S/W which will give a comprehensive control of placing and sizing characters. (eg: this would be easy in Photoshop)

Have you tried working with text within sketches?

Since SW2001, you can put text into sketches. With a sketch active, select menu picks "Tools --> Sketch Entity --> Text". You can control font, size style, angle, and even flip text to mirror image. You can even have the text follow a curve. Not bad for a CAD program.
