Alternate terminology for a swivel flange?

What would you call a swivel flange outside of the US that is more of a ducting flange with no gramophone or raised face or anything, just a laser cut flange.

No drawing, it's just a 10mm thick ring with bolt holes in it

Well if all you meant was the ring bit, I would call that the backing ring. If someone called out a " plate flange" I wouldn't have known what it was and I'm outside of the US.

Interesting how the same thing can have so many different names....

Plate flange rings a bell to me; a blind flange!
 
Back in the day (UK)the description I used was "Loose Captive Flange". It is a Lap Joint Flange, but few people understood what it meant.

Per ISO, only the term Safety Valve is used regardless of application or design.
