Alternative load combination between IBC & UBC

Dear all
alternative load combination in UBC IS VERY CLEAR and specific @ 1612.3.2 ( permitted to increase the allowable stresses one-third in the load combination of the wind & seismic ) in the other hand the IBC @ section 1605.3.2 regarding to increasing the allowable stresses in the load combination which included wind & seismic Is not clear and very complicated.
because the bearing capacity of the Fondation is over stressed in the cases of w & s unless useing the increasing factor.
