I've read where mixing aluminum with concrete is a bad idea. Is bolting an aluminum base plate directly to concrete paving a poor choice? Would painting the bottom of the plate suffice?

Aluminium handrail perhaps?

Aluminium doesn't like the alkalinity of concrete. Most of the time there is a neoprene, nylon or some other type of insulation washer between the baseplate and concrete. Also standard practice is to use SS bolts with plastic sleeves and washers to avoid galvanic corrosion between bolt and baseplate.

I don't know if painting would suffice.

Krustynuts....coating the aluminum is sufficient, provided it is a good quality coating. I would suggest asphaltic for your application.
