Analyzing Welds for Oblique Loading

Is there an interaction equation/way to analyze welds on steel if the loading is oblique? I.e. the load can be broken up into components where the load is transverse and longitudinal to the weld?

Absolutely. It's the instantaneous centre of rotation method and is presented in the AISC manual.

I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.
 
Or - an easier method (and a bit more conservative) is the elastic method - also found in the AISC manual and in most steel textbooks.
