Anchor Bolt Design for SLRS

Just curious, when designing the anchor bolts for a steel SLRS, if you use the system overstrength factor, do you also use the 2.5 factor when you have brittle failure on the anchor bolts. Seems like overkill to me. That's potentially 3 x 2.5 = 7.5 x forces.

You should almost never have a brittle failure of anchor bolts in tension. If you can't get the steel to control, use reinforcement across the failure plane per ACI 318-08 App. D. I rarely have side face blowout or pullout control.
