could anyone tell me if we can produce anchor bolts of carbon steel by sand casting?

I'm not sure if you can sand cast steel. Anyway, anchor bolts are normally furnished to various steel bolt specifications, and the methods of manufacture are spelled out in those specifications. Bolts aren't especially expensive to make by other means.
