Anechoic Chamber Ground Plane

Hoping someone had some insight regarding anechoic chamber configurations. My company has a chamber setup with two filtered power inputs. During testing I noticed the internal ground plane is creating a voltage divider when compared to line in. I am assuming a ground loop. Is this intentional? I would assume the ground plane should be earth ground. For example, a 50VDC input each connected to it's own LISN shows a potential of +25 at one terminal and -25 at the other when referenced to the ground plane.

I can rectify the problem by tying chamber input Neutral/VDC RTN to earth ground and connecting to the power supply. I just want to make sure I am not circumventing some type of intended design.
